CBP System Corrected for U.S. FTZ Entry Summary Filing – Field Guidance Issued – March 18, 2026

As a follow-up to our message of Monday, March 9, 2026, NAFTZ announced that the ACE system issues were corrected and collection of the IEEPA tariffs on any U.S. FTZ entry summary was ended.

NAFTZ members reported receiving pushback from some CBP port officers, insisting the IEEPA tariffs continue to be paid, despite it being impossible in ACE due to lack of clear guidance on the issue of PF status goods admitted while IEEPA was in effect.

NAFTZ understands that CBP does not intend to issue a public announcement regarding either the cessation of IEEPA tariff collection on Type 06 entry summaries or the system correction that now permits these filings to be accepted.

However, based on NAFTZ’s direct engagement and information received, internal field guidance was issued from CBP’s Office of Trade and Office of Field Operations to all ports that IEEPA tariffs should not be applied on any entry summary, regardless of the PF election date of any goods on the summary.

NAFTZ will continue its direct engagement with CBP and Administration officials to ensure the Supreme Court’s ruling is implemented consistently and that U.S. FTZ operators and users are not required to pay tariffs that have been ruled unlawful.
