Foreign-Trade Zone Administrator

Position Summary

The Foreign Trade Zone Administrator is a management position, responsible for the administration and compliance activities of Helly Hansen’s Foreign Trade Zone program, including all importation and exportation requirements, as well as the custody and accuracy of the company’s inventory and customs records. The FTZ Administrator will also provide support, training and mentoring to all personnel involved in, or impacting the FTZ activities and operations.

Essential Duties & Responsibilities
Customs Compliance Duties:

  • Filing of E-214s w/in 48 hours of receipt at warehouse door via IP system
  • Coordination and preparation of weekly 3461 estimates and submission via IP system
  • Monitor cumulative shipments against 3461 estimate and re-file when necessary
  • Prepare weekly 7501 filings and submit to broker via IP system
  • Prepare daily 7512 filings as required
  • Manage PTTs and ITs as appropriate to move shipments from the ports
  • Reconcile Vendor Invoices, Customs entries and Receiving Documents
  • Filing of PEA whenever duty impact exceeds $20
  • Preparation and retention of A1A entry documents, including those from courier deliveries
  • Coordination of responses to CF-28s, 29s and other written or verbal communications with customs
  • Support of Customs Audits and coordination with Director of Logistics
  • Prepare annual FTZ Board reports (September 30th) and Customs annual reconciliation report (December 31st)
  • Maintain and update operator and desktop manuals as required
  • Filing of US Drawbacks when needed
  • Arranging Canada Drawback filings when needed
  • Managing CTPAT program, portal, reviews and audits, keeping HH up-to-date
  • Managing PIP program and portal, keeping HH up-to-date
  • Arranging movement of sales samples across US/Canada border
  • Classification of all import items for the USA and Canada
  • Maintaining and filing of all Entrance Logs
  • Filing of Monthly RSF duty payments with CBSA
  • Filing of manual Canada shipments in MEPS
  • Maintaining CPSC test results and communicating certifications with customers when needed
  • Maintaining NAFTA certifications and eligibility
  • Researching and determining FTA eligibility for Canada direct shipments
  • Manage POA’s, US and Canadian Customs Bonds and all FTZ yearly certificates
  • Maintaining correct information in MEPS and fixing all errors and MEPS reconciliation for shipments to Canada

Warehouse Management System Duties

  • Monitoring and scheduling of inbound deliveries to warehouse
  • Communication of inbound shipment status with receiving personnel

Integration Point/Enterprise Resource Planning System Duties

  • Manage day to day stock adjustments in WMS/M3/IP systems, ensuring accurate filing within 24 hours in IP
  • Daily reconciliation of stock balance between M3/IP/WMS, reporting variances within 24 hours, and determining and reporting root causes to Director of Logistics
  • Manage the APS580 (POs Received and Not Invoiced) and APS585 (Invoices with no PO Received)
  • Operate FTZ inventory control and recordkeeping system, working with software provider as appropriate in maintaining system

Other Duties/Expectations

  • 1+ yrs. FTZ experience and/or Customs Brokerage or Customs Compliance experience with an Importer preferred
  • Experience with CBP regulations (19 CFR) and the Harmonized Tariff Schedule (HTS)
  • Experience with CBP docs pertaining to the import logistics process and associated CBP forms
  • Excellent computer, data analysis, and problem solving skills are essential
  • Must be able to pass any federal/state/local government or company required background checks, clearances, and/or drug and alcohol tests

Major Relationships

FTZ Administrator will maintain good working relationships and cooperate actively with Customer Service, Purchasing,
Marketing, Accounting, Logistics, and Distribution as well as outside companies, including Grantee, freight forwarders, brokers, sourcing agents, truck lines, governmental bodies and consultants as required.

Supervisory Responsibilities
This position is responsible for the direct supervision of employees and for ensuring that company staff adheres to the regulations and policies put in place by the company and regulatory agencies.

Required Knowledge, Skills, and Abilities

  • Bachelors Degree in Business Administration, Logistics, Finance, or other related field
  • 3 years of experience in an FTZ environment and/or a related trade compliance role
  • Proficient experience with US and Canada customs requirements and regulations
  • Strong analytical, problem solving and organizational skills
  • Excellent communication and interpersonal skills with an ability to work with a variety of communication styles
  • Strong desire to continually review and improve processes
  • Works well under pressure

Computer Skills
Intermediate to advance skills using Microsoft Office applications (Word, Excel, Access and Outlook) and knowledge of relational databases or experience with systems administration preferred.
