Join the November 28 Webinar and learn the origin and overview of Drawback and NAFTA Duty Deferral. Presenters: Michael Thomas, President, Thomas International Group, and Michael Cerny, Attorney, STTAS, a UPS Company, will review the historical background involved in the creation of the system. A Q&A session will follow the presentation.
Michael V. Cerny is an attorney, in practice for over 30 years, specializing in customs and international trade matters. He is Member of Sandler, Travis & Rosenberg, PA, a law firm focused exclusively on customs and trade law. Mr. Cerny serves as outside drawback counsel to STTAS, a UPS Company. STTAS is a licensed Customs broker specializing in duty drawback and managed trade services. Mr. Cerny is admitted to the United States Court of International Trade and is a member of the Customs & International Trade Bar Association, the American Bar Association Section of International Law & Practice, the New York State Bar Association, and the Association of the Bar of the City of New York. Mr. Cerny is a member of the U.S. Customs & Border Protection Trade Support Network and was selected by CBP to serve as a TSN Trade Ambassador and on its Trade Leadership Council. He the Chair for the TSN Subcommittee on Drawback, Co-Chair of the TSN Legal Policy Committee, and a member of the TSN Entry Committee. Mr. Cerny is on the Board of Governors for the American Association of Exporters & Importers, as well as Co-Chair of AAEI’s Drawback and Duty Deferral Committee. He is also the Chair of the Drawback Committee for the National Customs Brokers & Forwarders Association of America. Mr. Cerny received a Bachelor of Arts degree from the University at Albany, where he also played varsity lacrosse for the Albany Great Danes. He received his J.D. degree from Albany Law School. Mr. Cerny writes and speaks frequently on customs and trade issues, including compliance, valuation and drawback.
Mr. Thomas brings over 20 years of experience in trade and international tax matters to his clients and the international trade community. Serving as a member of the Board of Directors of the National Association of Foreign-Trade Zones (NAFTZ), and a member of Oil Refinery Task Force, he has worked extensively with representatives of industry and government in developing workable solutions to issues facing Foreign-Trade Zones (FTZ) in many industries, but particularly petroleum and petrochemical refineries. He enjoys working closely with local government representatives and members of the business community in identifying common grounds upon which to enhance the utility of Foreign-Trade Zone (FTZ) programs and other global trade initiatives.
Additionally, Mr. Thomas is an active member of the Trade Support Network working with CBP in developing the Automated Commercial Environment (ACE) and continues serving on a NAFTZ task force working with CBP to effect automation of FTZ admissions. Within his firm, Thomas International Group, he oversees the evolution, development and maintenance of creative information management solutions for administration, accounting, and reporting required for global trade programs.
Mr. Thomas’s industry involvement includes petroleum, petrochemicals, chemicals, hi-tech process companies; light manufacturing, heavy equipment manufacturing, automotive supply, consumer products, and various service sectors. In addition to his expertise in NAFTA consulting and compliance, he has worked extensively with clients to develop and pursue global optimization strategies, apply for FTZ status, activate FTZ sites, implement Drawback programs, resolve various international issues, evaluate and optimize existing customs duty management programs, and investigate potential business activities in foreign venues.
Mr. Thomas’s professional experience includes over 10 years of working with global clients as a member of several international public accounting firms.
He studied engineering at Rice University in Houston, Texas and holds a BS degree in Finance from the University of Houston-Clear Lake.
