Grantees serve as an essential component in the US Foreign-Trade Zones (FTZ) program in establishing, operating, and maintaining FTZs. Currently there are more than 250 Grantees in the FTZ community, of which 114 are members of the NAFTZ. In addition to facilitating an FTZ, grantees play a key role in educating the public on the use and benefits of the FTZ program. Each grantee may have a different a economic development goal and must follow a series of laws/regulations which govern zone use.

As a result of the unique tasks ascribed to each grantee, the NAFTZ Grantee Committee has produced a publication to help all new and existing Grantees in navigating the various laws and regulations pertaining to FTZ use.

Over the last year, the Grantee Committee has worked diligently to produce a publication that provides a comprehensive understanding of the role and function of grantees with respect to the FTZ community. Our primary objective is to provide grantees with useful information on topics dealing with the administration of FTZ projects. The Handbook is a dynamic document - one that will be reviewed peridocially as new issues confronting the grantee population arise.

The information contained in the Handbook is intended as a quick reference guide for grantees. A significant portion of the Handbook contains website links to relevant government regulatory agencies. If you have any additional questions or issues not addressed in the Handbook regarding US Customs and Border Protection (CBP) regulations and requirements please contact the NAFTZ by email at: info@naftz.org.

how to download the handbook

The Grantee Handbook was created as an NAFTZ Member Benefit to our grantee members. However, given the role of grantees in the FTZ community and goal of the publication "to enhance the function of Grantees in the FTZ community," the Association will provide this publication free to everyone.
