Responsibilities: Provide leadership and substantive guidance to team of three Foreign Trade Zone (FTZ) accountants in the running and administration of five petroleum refinery subzones. Ensure that all subzones continue to run in compliance with current laws and regulations, and with respect to FTZs, all reporting requirements to all federal agencies are being met in a timely and accurate manner.
Key Accountabilities: Monitor, improve and maintain import compliance for FTZ and relevant non-FTZ operations; Implement FTZ accounting best practices across all subzones Standardize FTZ accounting practices where possible Act as a subject matter expert and resource for FTZ accountants as more complex FTZ issues are encountered; including: Training; TD 66.16 table modifications; Major or minor boundary modification and capacity expansion requests; Monthly reconciliations; Updates and communications with on-site refinery accounting groups; Measurement/custody transfer issues; Weekly attributions; Electronic 214s; Protests/fines/penalty notices; Communications with Customs; Trade preference programs; Drawback issues and other issues as necessary; Ensure classification, valuation; brokers and FTZ accountants are performing rules of origin and other reporting requirements to Customs correctly; Act as a resource to both parties for these requirements; Focal point for assessments and audits, including Internal Audit; Monitor performance of FTZ team members, providing individual performance assessment to management as requested; Support team during transition of arriving and departing team members; Respond to periodic monitoring/testing queries of the FTZs; Perform root-cause analysis for identified issues; Develop and implement compliance improvement projects; Work with the Ethics and Compliance Office and Tax to ensure/validate ISA compliance through the ISA Annual Notification Letter process; Participate in various trade and import compliance networks and programs, both internal and external to Shell and Shell affiliate companies.
