- Amended Customs Regulations to limit customs duties on merchandise manufactured in FTZs to foreign materials only
- Streamlined inventory recordkeeping
- Created uniform FTZ management practices nationally
- Developed CBPF 214, 215 & 216
- Secured Weekly Entry for Manufacturing
- Facilitated FTZ inventory control with introduction of UIN/FIFO system
- Developed cumulative CBPF 214
- Developed first FTZ Operations Manual
- Developed the Temporary Removal procedure
- Developed the Audit Inspection Program
- Worked with Customs to Update Customs Regulations
- Eliminated CBP FTZ activation and annual user fees
- Defended FTZ program during ITC and GAO Investigations and Congressional Hearings
- Created legal structure for NAFTA-qualified merchandise manufactured in US FTZs
- Updated FTZB Regulations
- Limited application of merchandise processing fee to not include domestic merchandise
- Facilitated assembly and subsequent duty payment of foreign production machinery in FTZs
- Established the joint NAFTZ/CBP training program
- Secured Weekly Entry for distribution
- Secured automation of CBPF 214
- Preserved balance between trade and security in zone administration by maintaining the Secretary of the Treasury as a member of the FTZ Board
